Assistant Director / Operations Chief
Job Summary
Responsible for day-to-day operations of TEMA (Tobago Emergency Management Agency) and in particular the management, operation and maintenance of the EOC (Emergency Operation Center)
- Coordinates the operations of line Units within the Agency Ensures that TEMA’s Emergency/Disaster Standard Operating Procedures are observed and periodically reviewed
- Ensures the development and periodic review of a Contingency Plan Manual Reviews and maintains TEMA’s in-house communication procedures Coordinates, develops, and implements and update Emergency Operations Plan Deputizes for the Director and assists in policy formulation
- Appraises the performance of staff Liaises with Damage Assessment and Needs Analysis (DANA) officers for updates on incident reports Establishes, maintains and reviews a critical resource checklist
- Coordinates and direct the planning, organization, control, and implementation of disaster/emergency management activities, including, but are not limited to, advanced/early warning systems of impending weather threats
- Coordinates activities with State and private sector agencies, and civil society, to ensure the effective administration of the emergency management program
- Assist with the preparation of an annual budget proposal and reviews the administration of the approved expenditure
- Undertakes public engagements which would benefit the public’s safety and enhance the community’s awareness and preparedness for any potential emergency/disaster threat
- Coordinates the development and implementation of in-house training programs for TEMA’s staff
- Other related duties as may be required.
Qualifications and Experience
- Bachelor’s Degree in Earth Science, Social Science, the Physical Sciences or Engineering
- Training in disaster/emergency management and Emergency Operation Centre management
- At least five years of experience as a Disaster Manager
- Certificate in Emergency Management.
Security Specialist
Job Summary
- Manages security at all agency sites including repeater sites, warehouses, CERT bases, shelters etc.
- Manages the maintenance and tracking of agency keys
- Liaises with external agencies and other state agencies regarding security protocol
- Manages the overall security of all physical assets, human resources, and visitors of TEMA
- Ensures the security of door access, and reviews CCTC surveillance footage
- Enforces ICT and Logistical Protocol
- Coordinates the education and sensitizes staff of security protocol
- Coordinates overall security systems of the agency
- Other related duties as may be required.
Qualifications and Experience
- Diploma in Security Management or experience in the Police Service or similar entity at the rank of Superintendent
Public Information, Education and Training Supervisor
Job Summary
- Directs and supervises the operations of the Public Information, Education and Training Unit.
- Advises on public education, training and communication issues
- Prepares and issues media releases.
- Monitors media for accuracy of information disseminated.
- Develops and/or coordinates the development of appropriate public awareness and advertising campaigns, and related paraphernalia.
- Develops and/or coordinates the development training programs for schools, civil society and the public sector entities
- Collaborates with the CERT Unit in generating and delivering appropriate public education and training tools
- Conducts training programs and delivers lectures
- Evaluates the results/response to public awareness, advertising campaigns, and training programs
- Coordinates TEMA‟s participation in trade fairs, expositions, and the like.
- Represent the Agency in the media, and at other public and private sector undertakings
- Treats with initial human resources matter for subordinate staff of the PIE&T Unit, including the processing of performance appraisal forms
- Performs other related duties as may be required.
Qualifications and Experience
- Bachelor’s Degree in Communication, Journalism or a related field
- Three years experience in a similar position
Logistics Supervisor
Job Summary
- Directs and supervises the operations of the Logistics Unit
- Ensures the Mobile Command Unit and other operational hardware are at a state of readiness
- Coordinates the distribution of, and accountability for supplies and other hardware
- Visits shelters to assess the maintenance of supplies and other hardware.
- Ensures the input of appropriate logistics data into the WEB EOC
- Treats with initial human resources matter for subordinate staff of the Logistics Unit, including the processing of performance appraisal forms
- Ensures that required facilities are deployed and available for use in time of disaster (set up tents etc)
- Ensures protection maintenance and accounting of assets
- Ensures transportation and general maintenance of equipment
- Performs other related duties as may be required
Qualifications and Experience
- Diploma or Certificate in Public Administration
- 5 CXC O’Level passes including English A and Mathematics
Information and Communication Technology Administrator
Job Summary
The Information and Communication Technology (ICT) Administrator will be responsible for leading and managing the ICT Unit. The individual will also formulate and direct the technical goals, programs, projects and procedures of the Tobago Emergency Management Agency (TEMA), and co-ordinate the networks and databases.
Qualifications and Experience
- A Bachelor’s Degree in Computer Science, Information Technology (IT)/Management or related field
- Five years experience as an IT professional
- Any equivalent combination of experience and training.
